What ETMP means on your HMRC account

ETMP stands for Enterprise Tax Management Platform. It is the accounting system inside HMRC that records charges and payments, and when your personal tax account or a letter says an amount was sent to ETMP or transferred to ETMP, nothing new has happened to you. No new charge, no penalty, no investigation, no change to the figure. One HMRC computer has handed the record to another so the amount can be collected, and the phrase was never meant to be read by the public at all.
What ETMP actually is
HMRC does not run one computer system. Your PAYE record lives in one place, Self Assessment in another, and ETMP is the ledger where charges from several regimes end up so payments can be matched against them. HMRC’s own staff guidance introduces it in the PAYE manual at PAYE48201, and the same platform sits behind everything from employer PAYE charges to the fees firms pay for anti money laundering supervision. It is plumbing. Important plumbing, but plumbing.
Why your account says sent to ETMP
The place most people meet the phrase is a Simple Assessment. HMRC’s PAYE system runs a reconciliation after the year ends, and where it finds an underpayment that cannot be collected by adjusting your tax code, the case moves. The manual page on this, PAYE96335, sets out the sequence. The PAYE system sends the underpayment to ETMP, ETMP sends back a charge reference and a payment due date, and that in turn triggers the PA302, the Simple Assessment letter that lands on your doormat asking for the money.
So the record on your account reading Sent to ETMP is the moment the debt was queued for a letter, nothing more. What the letter itself means, and which HMRC letters matter, is a subject we covered in what a letter from HMRC actually means.
Check the figure before paying it, though. A Simple Assessment is HMRC’s own arithmetic from the data it holds, and the data is sometimes incomplete. You have 60 days from the date on the PA302 to query it in writing if the number looks wrong.
Making Tax digital put ETMP in front of more people
Since April 2026, sole traders and landlords with qualifying income over £50,000 have been joining Making Tax Digital for Income Tax, and signing up moves your record onto ETMP behind the scenes. The ICAEW’s technical guide documents the transfer and the questions it has raised. In practice it means statements presented differently and charge references in a new format, which is why a taxpayer who has filed the same way for a decade suddenly sees an unfamiliar system named on their account.
The one time it needs your attention
Records moving between systems is also where payments occasionally go astray. HMRC maintains an entire work list for unallocated ETMP payments, which tells you everything about how often a payment arrives without matching its charge. Two habits prevent it. Pay using the exact charge reference on the letter or statement, not an old reference from a previous year. And if a balance appears doubled while a transfer is in flight, wait a few days and look again before paying twice, because the same charge showing in two systems during a handover usually resolves itself.
If a balance genuinely does not match your own numbers, that is not an ETMP question, it is a reconciliation question, and it is worth resolving before HMRC’s collection process starts. We covered what happens at the collection end in whether HMRC can take money from your account.
Questions people ask about ETMP
Is ETMP a debt collection agency?
No. It is an internal HMRC system, not an external collector. A transfer to ETMP does not mean your debt was sold or passed outside HMRC, it means the charge moved onto the platform HMRC uses to track and collect it.
Does sent to ETMP mean I am being investigated?
No. The phrase describes accounting between HMRC systems and says nothing about compliance activity. An enquiry announces itself in an entirely different way, with a formal letter citing the legislation it is opened under.
Why did my balance disappear and reappear after mentioning ETMP?
Because the charge was mid transfer between systems when you looked. During a handover the amount can show in neither place or briefly in both. If it still looks wrong a week later, contact HMRC with the charge reference to hand.
Do I need to do anything when I see ETMP on my account?
Usually nothing beyond paying whatever is due by the date shown, using the reference given. The system name changes nothing about the amount, the deadline or your right to dispute a figure you think is wrong.

Whether this is worth a conversation
Most people who read this page do not need an accountant. A few do.
- A letter from HMRC has arrived
- You have years HMRC does not know about
- HMRC's figures do not match yours
If your letter is a routine tax code notice and your filings are current, you probably just needed this page.
If one of these is you, the first look costs nothing.
